Physical hazard means a chemical for which there is scientifically valid evidence that it is a combustible liquid, a compressed gas, explosive, flammable, an organic peroxide, an oxidizer, pyrophoric, unstable (reactive), or water- reactive in terms defined in the OSHA standard. A hazard is any source of potential damage, harm or adverse health effects on something or someone. Basically, a hazard is the potential for harm or an adverse effect (for example, to people as health effects, to organizations as property or equipment losses, or to the environment). “Hazardous chemical” means any chemical which is classified as a physical hazard or a health hazard, a simple asphyxiant, combustible dust, pyrophoric gas, or hazard not otherwise classified. The 1994 edition of the Hazard Communication Standard did not explicitly define the nature of a hazardous chemical, and instead provided only guidelines for “evaluating” hazardous chemicals. The EPCRA regulations in 40 CFR Part 370 cite OSHA's broad definition of hazardous chemical (with certain exceptions listed in EPCRA Section 311 (e)), which includes any element, compound, or mixture of elements that is a physical hazard or a health hazard (29 CFR Section 1910.1200 (c) and 40 CFR Section 370.2). Physical hazard means an existing or potential hazard that can cause death or serious physical damage. Examples include, but are not limited to: Explosives (as defined by paragraph (n) of § 1926.914, definition of "explosive"); mechanical, electrical, hydraulic and pneumatic energy; radiation; temperature extremes; engulfment; noise; and inwardly converging surfaces.
